In April, eligible voters within the proposed DDA boundary will decide whether a Downtown Development Authority (DDA) will be formed and granted use of Tax Increment Financing (TIF). TIF is not a new tax and it does not raise taxes.

The JDDA supports the creation of the DDA and urges eligible voters to vote YES on Issues 2B and 2C. A DDA provides the structure, funding, and tools needed to build on the JDDA's work and ensuring downtown remains safe, vibrant, and thriving. It will not create new taxes or raise taxes.
Who Can Vote?
You are eligible to vote if you are a registered Colorado voter and you:
Live within the proposed DDA boundary; or
Own real property within the boundary (as an individual or entity); or
Lease real property within the boundary (as an individual or entity).

Complete this form if you personally own or rent property in the district, or if a business entity owns or rents property and needs to designate an individual to vote on its behalf.

What is the difference between the
JDDA (existing) and DDA?
The Johnstown Downtown Development Association (JDDA) is a volunteer-based nonprofit that supports downtown through advocacy, promotion, and community involvement, but it operates with limited funding and capacity.
A Downtown Development Authority (DDA), on the other hand, is a formal, quasi-public entity with dedicated, sustainable funding and the ability to use tools like tax increment financing (TIF) to implement larger projects and long-term improvements. TIF is not a new tax and does not raise taxes; it simply reinvests a portion of future growth in property and sales tax revenue generated within the district back into downtown. This structure provides financial stability and increased capacity, allowing the DDA to build upon and strengthen the JDDA’s efforts.
