What is a DDA?

The Johnstown Downtown Development Authority (DDA) is a public agency dedicated to strengthening Downtown Johnstown through strategic investment, business support, and community partnerships. Established with voter approval, the DDA works to enhance the downtown experience by promoting revitalization, encouraging economic growth, and implementing projects that create a vibrant destination for residents, businesses, and visitors. The DDA is governed by a Board of Directors and operates in accordance with Colorado law.

How We Operate

As provided by Colorado law, the Johnstown Downtown Development Authority is governed by a seven-member Board of Directors appointed by the Town Council, including one Town Council representative. The Board is responsible for guiding the DDA's vision and implementing projects and initiatives that support economic development, public improvements, and the long-term vitality of Downtown Johnstown in accordance with the DDA Plan of Development. The Plan of Development is currently in draft form and is anticipated to be formally adopted by the DDA Board, Planning & Zoning Commission, and Town Council later in 2026. In the meantime, the draft plan is available for public review.
